GOVERNMENT: Organs of the Union

The Government of the Union is vested in the following organs:

  • 01 Organs of the Union


    (1) The National Delegates’ Congress (NDC).
    (2) The National Executive Council (NEC).
    (3) National Officers’ Council (NOC).
    (4) Zonal Delegates’ Congress (ZDC).
    (5) Zonal Executive Council (ZEC)
    (6) The Chapter Congress (CC).
    (7) The Chapter Executive Council (CEC).

  • 02 COMPOSITION AND FUNCTIONS OF ORGANS OF THE UNION


    The National Delegates’ Congress (NDC)
    i. Shall comprise National Officers’ Council (NOC); National Executive Council (NEC); the Union Trustees; past presidents; and other specified delegates from chapters; the number of which shall be decided by NEC from time to time.
    ii. Shall be held once in four years and at the expiration of office of a NOC.
    iii. Shall ratify reviewed Constitution adopted by NEC.
    iv. Shall ratify NOC elections that may have been conducted at a Special Delegates’ Congress (SDC).
    v. Shall conduct the inauguration of NOC.
    vi. Shall be convened at a Special Session to be referred to as Special Delegates’ Congress, for the conduct of national elections, and if the need arises, for the purpose of deciding and resolving matters of special interest to the Union.
    vii. The composition of the (SDC) shall include NOC, NEC and representatives of Chapters and its decisions shall be binding on the Union.
    viii. The NEC shall determine the total number of delegates from each Chapter for the SDC.
    ix. Simple majority of member Chapters ( with clean financial bills certified by NOC, ) present at such SDC shall form a quorum at the opening as well as the course of deliberations.

    National Executive Council (NEC)
    i. Shall comprise NOC, chairmen and secretaries of chapters and former presidents who successfully concluded their tenure and are not proven to have been involved in anti-Union activities afterwards.
    ii. Shall be the decision-making organ of the Union.
    iii. Shall hold a maximum of two meetings annually, without prejudice to emergency meetings when the need arises.
    iv. Shall be responsible for consideration, modification and ratification of the Union’s National Secretariat budget.
    v. Shall ratify policy decisions taken by NOC, as may be appropriate.

    National Officers’ Council (NOC)
    i. Shall comprise of all elected National Officers and the immediate Past President and immediate Past General Secretary of the Union as National Ex-Officio I and II respectively.
    ii. Shall meet with former presidents within one month after inauguration to: Constitute the Committee of Trustees and that of Finance and Investment Prepare a budget in conjunction with Finance and Investment Committee for the ratification of NEC and subsequently repeat same at the end of each year.
    iii. Shall meet periodically, especially before every national meeting, and as may be deemed necessary.
    iv. Shall be responsible for the day-to-day administration of the Union.
    v. Shall have the right to take decision(s) on behalf of NEC and NDC.
    vi. Shall implement decisions of NEC and NDC accordingly.
    vii. Shall summon meetings of NEC and NDC, and any other organ, as the need arises.
    viii. Shall operate and maintain accounts of the Union’s funds, assets and liabilities.
    ix. Shall have the power to convene a CC whenever the situation in the chapter so warrants.
    x. Shall be responsible to NEC.
    xi. Shall have the power to intervene in Zonal and Chapter issues when there is crisis that polarize the Union and affect it adversely.
    xii. Shall have the power to liaise and negotiate with other bodies on behalf of, and in the interest of the Union.
    xiii. Shall have the power to appoint specialized and other staff, to facilitate the smooth administration of the Union at the National Secretariat. The emoluments of such staff shall be determined by NOC and charged to the account of the Union.

    The Zonal Delegates’ Congress (ZDC)
    Shall comprise the coordinator, chapter chairmen and secretaries and former President(s), if any, in the zone. There shall be a Zonal Executive Council (ZEC) for every zone. The coordinator shall, in conjunction with the former President(s) in the zone, constitute the Zonal Executive Council (ZEC) of the zone, at a duly convened ZDC, to include a Secretary and a Treasurer. ZEC shall coordinate the activities of the Union at the zone. Shall hold a maximum of two (2) meetings in a year, aside emergency ZDC when the need arises. Shall prepare and submit an Annual Financial Report to the NOC not later than 30th November of the fiscal year.

    The Chapter Executive Council (CEC)
    i. Shall comprise only the elected officers of the Union in the chapter and Ex-officio I and II.
    ii. Shall function as and carry out duties similar to those of NOC, in subsection (c) of this Article, only at chapter level.
    iii. Shall organize the inauguration ceremony of elected officers of the chapter at the expiration of office of CEC.
    iv. Shall, on dissolution by Congress or at the expiration of tenure, hand over all documents, record of Union assets and liabilities to the Care-Taker Committee, or new CEC, as the case may be.

    The Chapter Congress (CC)
    i. Shall comprise of all financial members of the Union in a Chapter.
    ii. Shall function as and carry out duties similar to those of the NDC/NEC, only at chapter level.
    iv. Shall hold a maximum of three meetings in a year, this is without prejudice to emergency Congress that may come up as may be necessary.
